Kenya Film Commissioner Timothy Odhiambo Owase Elected to Serve on Association of Film Commissioners International (AFCI) Board


Kenya Film Commissioner, Timothy Odhiambo Owase, has been elected to serve on the Board of Directors of the Association of Film Commissioners International (AFCI) – the association representing film commission professionals around the globe.

Owase is one of five new AFCI Board Members elected for a two-year term. Other new members on the 11-member Board of Directors are from Australia, Columbia, Ireland and the UK. They join what will be the most geographically and culturally diverse Board in AFCI’s 45-year history. The continuing members for 2021 represent film offices in Austria, Canada, the Netherlands, Norway and the United States.
In accepting his election, Mr. Owase considered serving on the AFCI Board a great privilege and honor to his country Kenya and the continent as a whole in serving the film industry globally. This is the very first time a Kenyan and an African has been elected to the AFCI Board in its 45-year history.

“It is a personal desire come true from my need to serve and represent my country and the continent in contributing towards the growth and steer the development and recovery of the sector post COVID-19,” said Mr. Owase. He noted that this comes on the heels of having attained the qualification of Certified Film Commissioner (the only one in Africa) in September 2019 by the AFCI University.
“Commissions across the world are responsible of forging the future of the sector, hence, I am thrilled to join my fellow eminent men and women on the Board of AFCI for this task. This election offers me an unrivalled opportunity to promote the Kenyan screen sector business globally, focusing on film, animation, gaming, business outsourcing and other related areas in harnessing jobs in this generation and the future,” he said.

“Timothy Owase is a respected and influential voice among Film Commissioners all over the world. His knowledge and expertise will help AFCI continue to fulfill its mission through the pandemic and into the post-COVID world,” said Tim Clark, AFCI Board Chair and Commissioner of the Buffalo Niagara Film Office in New York.

Mr. Owase’s personal mission is to be a force for change by creating an appropriate understanding, connection and transformation agenda necessary for social and economic development of Kenya and its people. He is currently a Full Member of Public Relations Society of Kenya (MPRSK), Marketing Fellow and Chartered Marketer with the Chartered Institute of Marketing (CIM) UK and a Film Economic Developer. His academic credentials include Master’s Degree in Development and Corporate Communications (Daystar University), Bachelor’s Degree in Business Administration (Kenya Methodist University), Certificate in Monitoring and Evaluation (Amref) and Intellectual Property Certificate from World Intellectual Property Organization (WIPO). Timothy completed a CopyrightX Course by Harvard Law School and is currently a 2nd-year student pursuing LLB at University of Nairobi.

As a creative economy specialist with experience spanning over a decade, Mr. Owase has an outstanding qualification in all phases of marketing, management, sustainable community development as well as media and corporate communication, and has served in dynamic services sectors including Marketing, Media, ICT Development and the exciting entertainment world. He has provided his expertise and knowledge previously at Rollout Marketing, Touch Media Solutions Limited, Screen Siren, Mnet East Africa, Multichoice Africa, and now Kenya Film Commission where he has increased time spent on service delivery, increased team productivity and reduced on wastage, growing KFC's funding by 165% in FY2019/20.

Mr. Owase has Board level experience with fully developed analytical skills, people and systems focus, capacity for growing businesses and solid understanding in designing and implementing results, bearing business initiatives and strategies. He is a professional who believes in servant leadership and has been involved in strategy formulation and execution, behavior change and talent enterprise advocacy.

Some of his key achievements include the successful execution of the Kalasha International Film and TV Awards (10th edition in December 2020) and the Kalasha International Film and TV Market in Kenya. As the Commission’s Chief Executive Officer, Mr. Owase has initiated cooperation agreements with National Centre for Cinema and the Moving Image (CNC) of France and National Film and Video Foundation (NFVF) of South Africa to boost co-production. He has introduced key strategic partnerships with Communication Authority of Kenya (CA), Multichoice Kenya, Israeli Embassy in Kenya, India Film Festival Worldwide (Kenya), Canon Central and North Africa, Konza Technopolis Development Authority (KoTDA) on the establishment of a Digital Media City at Konza, County Governments, Universities, among others.
Mr. Owase is overseeing new programmes at the Commission including: Film Empowerment Programme, Content Acquisition, My County My Story competition, Audience Development through Film Clubs and Drive In Cinema as well as Researches on Film’s economic contribution, training needs in the industry, internal systems strengthening and steering the organization through change management, among others.

With the global position, he now has a fabulous chance to bridge various experiences into a wholesome combination thereby translating every experience into one vision that will lead his local and global teams towards achieving excellence.
