Spain, Germany to sign co-production treaty

Spain and Germany look set to sign a significant new co-production treaty following negotiations between state authorities and producers reps at San Sebastián. The new treaty will open the door to financial co-productions. Minimum participation requirements for a film to qualify for both German and Spanish nationality certificates will be set at 20%, but in exceptional cases this could be reduced to 10%.

San Sebastián has also seen significant advances in the implementation of the 1988 co-production treaty between France and Spain. This allows for both artistic and financial co-productions. In meetings between French and Spanish producers and film authorities, a consensus was reached to improve the working of the treaty ensuring that a mixed commission meet at least once a year to oversee co-production projects, and that bureaucratic tardiness does not get in the way of the approval of co-productuions by both country's film authorities.

Negotiations for Spain on both treaties were handled by José María Otero, director general of Spain's ICAA Film Institute, and Enrique de las Casas, head of Spanish producers' body FAPAE. French reps included Marc Tessier, head of the CNC, and reps of French producers bodies. German producers present at the negotiations included Ulrich Felsberg of Wim Wenders' Road Movies.
