Going to Cannes every year, I can asure you that it still is with both :). But of course,as to all large worldwide events (Oscars, Cannes...) many sellers benefit from the exposure...
Cannes
The Cannes festival has become something commercial, it's not about movies anymore, it's all about selling whatever you can. I remember a time when the festival was something select, with a high dress-code and a very expensive ticket.
