IFFI Goa 2017, III: Three organisations, two lists and we are still clueless
Attempts at getting any current information about the organising or the content of the 48th International Film Festival of India (IFFI), 20-28 November, 2017, Panaji, Goa, have met with no success. In this context, the confirmation of my accreditation (and I hope that of many others qualifying journalists, critics and photographers who had applied) has been received by email, a month after applying. That said, here is what I found while trying to browse the websites of IFFI Goa and the Directorate of Film Festivals (DFF) on the evening of 10 November, 2017, nine days before the official inauguration of the festival.
There is no indication of who the Festival Director is and which are the nodal agencies running the show. Of course, it goes without saying that the Entertainment Society of Goa (ESG) will continue to reprise its role, but will its brief be extended or curtailed? In the past 13 years, ESG has been a favourite power seat of local bigwigs, but its pushy, dominating role in running its part of the show, and its own side-shows, has drawn heaps of adverse criticism.
How abreast is ESG with IFFI 2017 is evident from its website, where there is no information posted, of any consequence. Savour this:

Goan Films Feature & Non-Feature Premiere during IFFI 2017
“As a regular event during IFFI, the Entertainment Society of Goa will have a special section of premier of films produced by Goan film producers in Feature and Non Feature Film.
The film should only be in Konkani/Marathi language for Feature Film category and in Konkani/Marathi/English and Hindi in Non Feature Film category. The feature film should be more than 70 mins and non feature film should be more than 10 mins and less than 70 mins. All films should have English subtitles. The films can either be certified by the Central Board of Film Certification or uncensored films completed from 1st November 2016 to 31st October 2017.
The online form and rules & regulations are available below. Each entry should be submitted along with DCP/Bluray/DVDs of the film. Entries must be sent with a non refundable fee of Rs. 5000/- for Feature Film and Rs. 2000/- for Non-Feature Film through a cross Demand Draft in favour of “The Entertainment Society of Goa”. The last date of receipt of applications along with supporting materials is 02nd November 2017.”
A huge mark of interrogation hangs over the role of the Directorate of Film Festivals, which was constituted as the apex body to organise the festival, in 1973. From 2004, it was made to share duties with the ESG, on the premise that DFF is headquartered in Delhi and that Goa was now the permanent venue for the hitherto roaming annual event. There was also constant talk of Goa being ideally suited to use the tourist leverage and upgrade IFFI to compete with Cannes. Is it going to be sidelined in its 44th year, in favour of the National Film Development Corporation (NFDC)? Look which era is the website of DFF languishing in. Directorate of Film Festivals was set up by the Government of India in 1973 to organize International and National Film Festivals within the country. DFF facilitates India’s participation in Festivals abroad, arranges programmes of foreign films in India and Indian films abroad and holds the National Film Awards function.
As a vehicle of Cultural Exchange, DFF promotes International friendship, provides access to new trends in world Cinema, generates healthy competition and, in the process, helps to improve the standards of Indian Films.
These objectives are served by organizing the following activities.;
The International Film Festival of India.
The National Film Awards and the Dadasaheb Phalke Award.
Cultural Exchange Programme and organizing screening of Indian films through the missions abroad.

Names and duties of four Deputy Directors are listed.
There is no mention of any Director.
The only information of some importance is found in the shape of two lists on the NFDC portal: https://www.nfdcindia.com/news/
However, these are merely names of films submitted. There is no indication of the films selected from these entries.

Siraj Syed is a film-critic since 1970 and a Former President of the Freelance Film Journalists' Combine of India.
He is the India Correspondent of FilmFestivals.com and a member of FIPRESCI, the international Federation of Film Critics, Munich, Germany
Siraj Syed has contributed over 1,015 articles on cinema, international film festivals, conventions, exhibitions, etc., most recently, at IFFI (Goa), MIFF (Mumbai), MFF/MAMI (Mumbai) and CommunicAsia (Singapore). He often edits film festival daily bulletins.
He is also an actor and a dubbing artiste. Further, he has been teaching media, acting and dubbing at over 30 institutes in India and Singapore, since 1984.
