What is eligible for nomination?
All feature-length films of whatever language that are publicly exhibited for at least seven consecutive days in a theatre in the Los Angeles area between 1 January and midnight on 31 December 1999. In 1998 the number of eligible features was 286.

Who nominates?
All active and life Academy members, which number approximately 5,500 of the Academy's total membership of around 6,200.

Who votes for the Oscar?
All active and life Academy members. There is no requirement to prove that the member has seen any of the nominated pictures.

The cast and crew from all the eligible feature-length films of whatever language that are publicly exhibited for at least seven consec-utive days in a theatre in the Los Angeles area between 1 January and 31 December 1999.

Who nominates?
The active and life Academy members in their respective branches vote for their peers. Actors nominate actors, directors nominate directors, editors nominate editors, and so on. Who votes for the Oscar? All active and life Academy members.

What is eligible for nomination?
The Academy invites countries to submit one film for consideration. For 1999, a record 47 countries have submitted films. To be eligible for consideration, a film must have had its first public showing for at least seven consecutive days in a commercial theatre in its country of origin between 1 November 1998 and 31 October 1999, and must have been produced with a predominantly non-English dialogue track in a language of the submitting country. The seven-day minimum-run requirement was introduced in 1998; previously no length of run was specified.

Who nominates?
All active and life Academy members who are part of the Foreign Language Film Award Committee and attend an official screening of at least half of the submitted pictures. In 1998 the committee was 450 strong and represented all 13 branches of the Academy.

Who votes for the Oscar?
All active and life Academy members who attend an official screening of all five nominated pictures.
